Just a guess here...

Close all the windows.  Log out _checking_ save session on exit.  Then
log in again.

Theoretically, this should tell KDE that your session doesn't have
anything open.

As for it opening to a blank page... It could be that it doesn't
remember the URL of a saved session so defaults to blank.

Why it happens, I don't know.  Possibly a problem if KDE didn't shut
down properly once... I don't use KDE normally.
