I think that's the biggest thing right there, and I've found that
myself.

C/C++ projects tend to be large, complex projects. Perl projects tend
(not always) to be smaller and easier to get a feel for. So it's more
likely that someone will be in over their head in a C/C++ project than
in a Perl project. 

Well. That's -my- explanation, anyway. YMMV.
