NetZero and Juno do still exist, but they are normal, pay by the month
ISPs now.  The fee is $9.95 a month, and I do not believe you need to
use their software once you are signed up, which means any Linux dialer
should be fine.  Last I heard, though, their service was still pretty
wretched (busy signals, trouble connecting), so I'd sooner pay the higer
cost and have something reliable with POPs just about everywhere.
