[Techtalk] Software advice

I have been asked to come up with a way of keeping addresses for an
organisation on line.  I could probably write something, but re-inventing
the wheel is something I would rather not do that if possible.  

Does anyone have any suggestions for a PHP/*SQL script that would do this?
Basically, I would like the list open to tech and group admins. The group
memebers could be able to update their data and make their data public or
private to other members on an as needed basis..
