Don't know.  Guessing /bin/false explicitly says "no" while /dev/null says
nothing??  

BTW, under RH (at least) you'll need to add /bin/false to /etc/shells or
the account may not work.  I found I had to do that when I set up an
account for incoming ftp on one of my servers.
