Funny, I just set up my CD-RW this afternoon so I could burn a CD for my
new laptop. So this topic is fresh on my mind. And I'm running 2.4.18 as
well, on Debian. :-)

Check dmesg to see if ide-scsi is being loaded at all. If so, you may be
getting contention between the two drivers. You have to tell the kernel
which driver to use for your CD-W drive. If you're booting with LILO, add
to your 2.4.18 section's kernel options "hdd=ide-scsi". If you're passing
multiple options, separate them with spaces. This tells the kernel which
driver to use for the device, so you'll need to substitute your own drive
for hdd, which is mine. :-)

I used the CD-Writing-HOWTO at the LDP and it was helpful, but I had to
read very carefully. I used the scripts he provided, putting them in
/usr/local/bin, and they worked great for me. The url is
http://www.tldp.org/HOWTO/CD-Writing-HOWTO.html

Good luck, let us know how you do.
