TCP/IP printing is only available on the server-class Windowses.  
There are free and cheap lpr emulators available but I am not sure 
about lpd.  I think you'll have to go with SAMBA as the answer if 
Windows 98 is to be your print server. It's a fairly painless 
solution, fortunately.  But I am sure our security mavens will have 
some words of caution for you regarding SAMBA.
