Check out www.advogato.org, which has diaries for open source programmers.
You get certified by existing members of the site as Apprentice (more or less
what you're talking about), Journeyer (minor projects/contributions to major
projects) and Master (major contributions to large open source projects).
You can post a diary without certification - given enough diary entries and a
clear desire to be part of the community, you'll get an Apprentice rating.
