[Techtalk] Chat Server, Take 2

I did have an IRC server setup (On 1 or 2 boxes when I couldn't get it
working on the first).  And it refused to connect everytime to it (And only
that one... I could connect to any other IRC server however).

I'll take a whack at it again, but I doubt it will work :|
