I don't have any real ideas just yet, but I have had quite a bit (too much!!)
of experience convincing annoying modems that they really *do* want to
connect, so here's a request for more information:

(1) I assume you have 'debug' turned on on pppd? If not, could you turn it on
and post some of the output that appears in /var/log/messages.

(2) What is at the other end? Are you just trying to connect to a normal ISP
or is it something special (like a privately set up company dialup)?

(3) When you say "it used to work", what changed? Are you trying to dial up a
different site? Are you always trying to dial the same site?

Apologies for asking more questions that were in the original post, but the
only time I have seen this before, the modem at the other end was set up
stupidly and would hang up on the first sign of no traffic (i.e. after an idle
time of approx. 5 seconds).
