Mailman manages the 'send-to-multiple-recipients' part of the job, but it
doesn't do the actual mail carrying.

The real-world analogy would be that mailman is the franking machine and
the 'mail-merge' program, but you still wind up holding a bunch of
envelopes and taking them to the post office.

Sendmail is the post office. (So's smail, postfix, etc..)

So yes, you need an actual mailer.
