I'd try using the WPrefs.App.  It isn't in your path, so you'll need to
find it -- it might also be in your dock, check to see what's there.  If
it isn't there, and you can get an eterm up and running do this: [*]

locate WPrefs.app/WPrefs | grep GNUstep

That should show you where the application is, from there just run it
from the terminal with the full path from the locate.  There is a menu
editor in there, it will ask you wether or not you want switch over to a
new format.  In this case, you'll want to (you can't use it to edit the
old format).
 

[*] if you can't, do this:
log in to the console, and in bash run these commands:

export DISPLAY=:0.0
eterm &

That should pop an eterm up on the screen.
