[prog] open source contribution in python

A lot of bigger projects have issues tagged "easy" or similar which can be a useful entry point to contributing to open source. Otherwise another way can be finding out where projects discuss things and just asking if they have any easier jobs that need doing.

It helped me improve my Python and skills with Git, rst documentation.

OTOH, I know nothing about Outreachy applications, but I'd say find something that sparks your interests.
