Being a few thousand miles away I am not interested in micro-managing
which is why I prefer it if local volunteers took responsibility and
largely trust the judgement of the women managing the show locally.
That said, its fine so long as fat-net keep the resources available
and open to any Chix who want to learn and contribute to any upstream
project of her choice. They should not restrict access after some
months.

I agree with you completely. I'd suggest that instead of outright
funds, they could pay for the local purchase of the machine(s). For
the main LC hosting Intel paid for the hosting so there is no direct
funds handling at all. Would they be willing to do that? For
Bangalore we can start out with one machine and Hassath can fill in
with Delhi's requirement.
