Yup, it is in the "Joining Us" section on the main page.  The idea for the section 1  was to collate 
all this spread-out information  so that newbies could get them in one page without too much 
navigation (when they are not familiar with the wiki right after joining). Basically pointers to 
existing information. Not mandatory at all :-)
