Yep, Go to console (by pressing CTRL-ALT-F1).
For that you have to edit file  /etc/wvdial.conf
But for better debuging mode I recommend wvdial tool instead of kppp.

Can U give some info. about How U connect Internet means via Modem (Internal
/ External) or Ethernet Card.
Also give specifications about modem (with chipset).
One more thing I have to say Red Hat 9.0 is four years old. Try to upgrade.
