...strange.  For me it has always worked, even way back in gimp 0.99.
Maybe you're inadvertently applying it to some wrong layer, selection,
or so..  so the effect you get differs from what you expect?

In such cases, I usually do a "unselect-all" (Ctrl-Shift-A) and
"flatten-image", before I try again...
