[Techtalk] Accessing a web page on my server

After a lot of hair pulling and some bumps and lumps [ killed the 
installation and had to reload everything from scratch ] I have managed 
to get just about everything installed and mostly configured. Apache2 
works as advertised. I get the "It Works" message. I set up a user and 
password in Proftpd and have it activated. I uploaded a website using 
gftp. So far so good.

When I access my websites on other services it goes something like this 
"http://freepages.rootsweb.ancestry.com/~bilwalsh/".

I tried 198.162.1.125/~bilwalsh/ and also without the "~". Says no site 
found. I can navigate to /var/bilwalsh/ and find the files just fine. 
Doing a lot of googling I see stuff about creating users in Apache but 
if/when I get this thing on the web I don't really want to require 
membership to access a web site. Checking the permissions for 
/var/bilwalsh I find the owner is root.

Any suggestions for what I've missed.
