[Techtalk] network restarting

I would like to know if Debian offers an easy way to shutdown the network
and restart it without rebooting the machine?  SuSE has the command
"rcnetwork restart" that shuts down the network and then restarts it and I
was wondering if Debian (specifically Knoppix) has a similar command.  I
have tried to hunt down a  command in Debian that would allow me to do this
but have been unsuccessful.
