Well, I confess, I cheated. I've been using xterm, so I decided to try
rxvt and discovered that my End key goes to EOL like I wanted it to in
pico, so I set up rxvt for my other terminal preferences and decided to
start using it instead of xterm. I guess that makes me lazy <g> but it
means I get back to my real work faster.

Happily, I then discovered that using rxvt also allows me to connect to a
client's box and run an old Acucobol app in X, which I had been doing in
console before because that app wouldn't run in xterm and I had never
thought of trying rxvt. And it was a real pain to go back & forth from
X to console with the client on phone, so I'm really happy that problem
is fixed.

So you solved two problems for me in one shot, and taught me some things I
didn't know about termcap etc. to boot. Much thanks!!
