[announce] site updates

Hi all.

Updates have been made to the LinuxChix site, and I'm happy to announce
the formation of three new LinuxChix chapters:

 - Rochester, New York
 - San Diego, California
 - Stockton, California

Additionally, the Tampa Bay chapter has a new contact person.
